Porous organizational boundaries and associated states: introducing member<i>ness</i> in international organizations

The current binary understanding of membership in international organizations (IOs), especially regional (ROs), creates blind spots and biases our who matters IOs, as well why how they matter. Existing scholarship primarily looks at full member-states or non-state actors to capture influences such organizations. Associated states are often portrayed passive receivers IO rules instead active contributors. We address this spot resulting analytical bias by exploring what types association relationships exist impact IOs. propose a novel conceptualization that we call member ness. On the level memberness is based on relative openness organizational boundaries stratified access via material ideational contributions. states, captures associated states’ individual choices contribute materially and/or ideationally an IO. Memberness moves away from purely rights-based (or you IO) include capacity-based do IO). This shift focus uncovers new channels influence contributions IOs constitute three types: payroller, sponsor, advisor. argue these IOs’ vitality, design, performance previously unrecognized ways. illustrate with empirical examples ROs across globe discuss implications for research programs.
